Frances Mueller Metzger attended the Normal College of the American Gymnastics Union, a school for educating future physical education teachers. When the Indianapolis Public Schools decided to accept physical education as part of its curriculum, it needed someone to oversee the process. Frances Mueller was chosen to be the first supervisor of physical education for the school system in 1890. Later she married Albert Metzger, member of an Indianapolis banking family.
